Download binary from sf:
http://sourceforge.net/projects/sigar/
And add to system path.
In linux: get  from java 
System.out.println("java.library.path: "+System.getProperty("java.library.path"));
and put binary to one of these folders.

As for library i just put it to JAVA_HOME/bin. There are some ways: http://stackoverflow.com/a/1020101, but it is not interesting.

In case of LINUX, you need add libtaty in any place from java.library.path 
In my server this was: 
/usr/lib/jvm/java-6-openjdk-amd64/jre/lib/amd64/server:/usr/lib/jvm/java-6-openjdk-amd64/jre/lib/amd64:/usr/lib/jvm/java-6-openjdk-amd64/jre/../lib/amd64:/usr/java/packages/lib/amd64:/usr/lib/x86_64-linux-gnu/jni:/lib/x86_64-linux-gnu:/usr/lib/x86_64-linux-gnu:/usr/lib/jni:/lib:/usr/lib
with ":" as delimeter
/usr/lib is ok
sudo chmod 777 /usr/lib
copy
sudo chmod 755 /usr/lib
